1.The introduction of an extension to the front elevation of this characterful row of cottages also represents an alteration to the principle elevation and frontage of this site. In this proposal the site is located within a conservation area, and the proposal is of a scale, mass and design which it is considered will have a detrimental impact upon the characterful frontage of this terrace of cottages and will affect both the individual dwelling, and the row of cottages which represents an undesignated heritage asset, and will have a further harmful impact (in addition to previous changes) on the character of the conservation area as the frontage of the cottages contributes to the significance of the historic environment and heritage asset that is the conservation area. As such the proposal represents a degree of 'less than substantial harm' to the significance of the conservation area as a designated heritage asset, and to the undesignated heritage assets themselves, and no obvious public benefits are proposed which are sufficient to outweigh that harm. The application would therefore be contrary to adopted policies HOU18 of the Local Plan, and Core Policy CS10 from the adopted Core Strategy, and Paragraph 202 of the National Planning Policy Framework 2021, as well as being contrary to the aims of emerging policy H5 of the Local Plan Part 2 and the Council's general duty to ensure special attention is paid to the desirability of preserving or enhancing the character or appearance of the conservation area under the Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
