1.The Eurocentre is a safeguarded local employment area and the proposed use would not provide a training facility with a pathway to employment as allowed under CS06 (m) nor has it been demonstrated that the alternate use could be acceptable due to an unsuccessful marketing scheme due to a lack of commercial interest as described in CS06 (b). The scheme therefore proposes a use contrary to the aims of CS06 which seeks to strengthen the local economy.
2.The site is distant from the main residential area of Great Yarmouth with a lack of lit footpaths and public transport linking the two. Future clients and staff would therefore be near totally reliant on the private car to access the site, promoting an unsustainable form of development contrary to the aims of Paragraph 8 of the NPPF and Core Policies CS01 (e) and CS16 (b) which seek to direct development towards the most sustainable locations, thereby reducing the need to travel and maximising the use of sustainable transport modes.
3.Due to the reliance on the private car, the provision of 2 parking spaces is inadequate to serve the proposed use with it being likely that parking could be deflected off-site potentially effecting neighbouring businesses. This is therefore contrary to CS06 (b) and CS09 (e) which seeks to ensure that developments provide vehicular access and parking suitable for the use and location of the development.
