1.The application site is located outside the village development limits and is therefore contrary to saved policies HOU07 and HOU10 from the Borough-Wide Local Plan. Extending the line of development south along the private drive results in the further intrusion into the countryside contrary to the prevailing linear form of this part of Scratby, conflicting with the aims of Core Policy CS09 A.
2.The resulting cumulative impact of an additional dwelling using the gravel private track would be increased levels of noise disturbance from vehicle movements to nos 50 and 56 Beach due to the proximity of the private track to their properties. This is therefore contrary to saved policy HOU07 E from the Borough-Wide Local Plan and with core policy CS09 F from the adopted Core Strategy.
3.The development would result in the removal of trees on the site. Insufficient information has been provided to assess the bat roost potential of these trees. This is contrary to the NPPF and Policy CS11 states that developments should avoid harmful impacts on biodiversity, priority habitats and species, and take measures to create biodiversity features.
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
