1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the revised plan received by the Local Planning Authority on the 13th April 2015 and the forms recieved on the 15th January 2015. The reason for the condition is :- For the avoidance of doubt.
3.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) no extensions shall be built, no windows inserted into the walls or roof of the building other than those shown on the approved drawings and no outbuildings erected without the prior written approval of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
4.The windows as shown on the eastern and western elevation of the dwelling house in the walls and roof slopes shall, prior to occupation of the dwelling house, be obscure glazed and non-opening unless the parts of the window which can be opened are more than 1.7 metres above the floor of the room in which the window is installed. The windows shall remain in this condition, obscure glaze and non-opening, in perpetuity. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
5.Prior to the first occupation of the development hereby permitted a visibility splay measuring 2.4 x 43 metres shall be provided to each side of the access where it meets the highway and such splays shall thereafter be maintained free from any obstruction exceeding 0.75 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of highway safety.
6.Prior to the first occupation of the development hereby permitted the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
7.No works shall commence on site until such time as details of the slab levels of the dwelling in relation to existing ground levels have been submitted to and approved by the Local Planning Authority. The reason for the condtions is:- To ensure that the development takes place in the manner contemplated by the Local Planning Authority and to retain control over any significant changes in levels within the site.
8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in Policy HOU7 of the adopted Great Yarmouth Borough-wide Local Plan.
