1.Policy HOU19 of the Modified Deposit Version of the Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must :- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not prejudice the amenities of a neighbouring dwelling ; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU19 in that addition of a double garage and extension to the existing two storey ancillary storage building constitutes an overdevelopment of the site and a form of development that would be out of character with the area, in effect creating a self contained two storey dwelling within the site's limited curtilage.
2.The new policy in Para 9.1.19.1 of the Modified Deposit Version of the Great Yarmouth Borough Wide Local requires new development in or adjacent to a Conservation Area to be sympathetic to the character or appearance of the area in terms of scale, height, form, massing, materials and design. It is considered that the proposal would detract from the character and appearance of this part of the Cliff Hill Conservation Area by reason of the size and design of the proposed garage and extension in relation to the scale of the proposed garage and extension in relation to the scale of traditional development in this locality, in conflict with the aims of this policy.
