The formation of a flat at the rear of the building approached only by a narrow passage at the rear of existing houses and without proper road frontage constitutes a sub-standard layout of land which would result in undue hardship and inconvenience in the sevicing of the dwelling by tradesmen and public employees. Moreover the nature and location of the site are such that the accommodation would not afford the standard of residential amenity normally looked for in new residential development.
