1.	The proposed development would by virtue of its size and scale be detrimental to the existing open character of the Jetty area and thereby contrary to the provisions of Policy TR23 B(ii) and F of the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version which seeks to safeguard the character of the areas on the east side of Marine Parade.
2.	The proposal does not include any improvements to the amenity area on the the east side of the proposed buildings and therefore constitutes an unacceptable form of piecemeal development of a site which should be developed on a comprehensive basis in order that the site as a whole conforms with the Council's objective to ensure that the needs and expectations of visitors are met whilst safeguarding the character of the area.
