1.	Policy BNV4 A of the Deposit Version of the Great Yarmouth Borough Wide Local Plan states that the Council will grant Listed Building Consent for works to a Listed Building if they preserve the building, its setting or any features of special architectural or historic interest which it possesses. The re-ordering of the window and the removal of original masonry and roofing necessary to create the balcony removes elements of architectural and historic interest and creates an area of occupied external space above the cloister colonnade all of which are detrimental to the character, appearance and atmosphere of the building and development in general. For these reasons the proposal is considered contrary to the above policy.
