1.	The proposal is contrary to the objectives of Policies HOU6 and HOU19 of the Modified Deposit Version of the Borough-Wide Local Plan in that the siting of the 'annexe', which in effect constitutes an entirely separate dwelling, would significantly curtail the amount of private amenity space previously intended for No. 89 California Avenue and result in overdevelopment of the site, and would, as also being 'backland development', be out of character with the area and detrimental to the amenities of neighbouring dwellings.
