1.	The property is unsuitable for conversion and use as a dwelling in that it is situated at the rear of other properties and without any proper road frontage and because the premises are adjoined on three sides by other buildings with a resultant lack of private amenity space it is considered that the nature and location of the site are such that the proposed dwelling would not afford the standard of residential amenity normally looked for in new residential development.
2.	The proposal constitutes an inappropriate use of a restricted back land site which could be more satisfactorily redeveloped in conjunction with the adjoining land on a comprehensive basis and if approved would be likely to perpetuate the existing obsolete layout of land in the locality.
