| 2. | Furthermore, the proposal is likely to result in an intensification of the use of a substandard access and would, consequently, increase the Garden Centre's adverse impact upon the efficient operation of the A143 Principal Primary Route and lead to a further diminution of highway safety contrary to Policies TCM16 and SHP15 of the Borough-Wide Local Plan. |
