| 1. | In the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version Policy HOU14 states :- All housing development proposals including replacement dwellings and changes of use will be assessed according to their effect on residential amenity, the character of the environment, traffic generation and services. They will also be assessed according to the environment being created, including appropriate car parking and servicing provision. Policy HOU16 to the Plan states :- In assessing proposals for development the Borough Council will have regard to the density of the surrounding area.Sub-division of plots will be resisted where it would be likely to lead to development out of character and scale with the surroundings. The proposal is deemed to be contrary to these policies in that the erection of a single storey dwelling on the small rear garden area of the adjacent terrace house constitutes an overdevelopment of a restricted site which would result in a cramped and unneighbourly form of development and which would be out of character and scale with the surrounding dwellings. Moreover the proposal would deprive an existing dwelling of its limited private amenity space and the nature and location of the site is such that it would not afford the standard of residential amenity normally required for new residential development. |
| 2. | The proposal does not provide for on site parking as required by the Council's adopted standards and would therefore be likely to exacerbate parking problems on Northgate Street which is heavily trafficked thereby causing detriment to highway safety. Continued on next page. |
