1.	The proposal is in the countryside where planning permission will only be granted for new dwellings required in connection with agriculture,forestry, organised recreation, or the expansion of existing institutions subject to criteria specified in Policy HOU9 of the Great Yarmouth Borough Wide Local Plan. As no case has been made in respect of any of the above the proposal is deemed contrary to the this policy and, if allowed, would have set a precedent for further residential development in this area.
