1.In the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version, Policy Tcm16 states :- In order to assist to maintain traffic in free flow on Corridors of Movement comprising roads classified as trunk roads and principal routes, outside the urban areas of Great Yarmouth and Gorleston, direct access to these roads will not be permitted, and development served by side roads connecting to such highways will be permitted only where it can be demonstrated that the defined Corridors of Movement would not be significantly adversely affected. The proposal would result in additional slowing, stopping and turning movements on a stretch of classified highway where the principal function is that of carrying traffic freely and safely and would lead to added conflict and interference with the passage of through vehicles on a stretch of Principal Route, where traffic speeds are high,to the detriment of that principal function and to the conditions of highway safety.Consequently the proposal is contrary to Policy TCM16 which is reinforced by the Norfolk County Council's policy to protect Corridors of Movement such as the A1064 on which the site is situated, from development proposals outside established development areas and local speed restrictions where highway safety and traffic capacity would be adversely affected.
