1.	Policy TR4 to the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version states :- Proposals to change the use of tourist facilities, attractions or accommodation to purposes which are not tourist related will not be permitted where the site or premises are within Primary Holiday Accommodation and Primary Holiday Attraction Areas, as shown on the Proposals Map. In Secondary Holiday Accommodation Areas, as shown on the Proposals Map, Policy TR14A will apply. The proposal is contrary to this policy in that the site is within an area designated as Prime Holiday Accommodation and therefore prejudicial to the objective of the Plan which is to safeguard valuable tourist resources and infrastructure.

Policy HOU29 (B) in the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version states that :- Planning permission will be granted for the conversion of premises to hostels or common lodging houses only where: (B) The property is in an area of mixed uses (i.e.not in a street or area in which the land uses are primarily industrial, residential or 'Prime Holiday Accommodation'). The proposal is therefore contrary to this policy.
