1.	Policy HOU19 of the Modified Deposit Version of the Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must :- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not prejudice the amenities of a neighbouring dwelling; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU19 in that the provision of ground floor and first floor extensions is considered to be an overdevelopment of the site and would prejudice the residential amenities of the occupiers of the adjacent residential properties. Moreover, the proposal to add a dormer extension into the first floor would introduce an unnacceptable form of development detrimental to the visual amenities of the area and contrary to the aims of the above mentioned policy.
