1.	Policy HOU19 of the Modified Deposit Version of the Borough-Wide Local Plan states that extensions and alterations to dwellings will be permitted where the proposal: (A) is in keeping with the design of the existing dwelling and the character of the area; (B) would not significantly affect the amenities of any neighbouring dwelling; and, (C) would not result in over-development of the site. The proposal is contrary to the objectives of this policy in that the bungalow, in its extended form, would have an overbearing and oppressive effect on the adjacent property to the north in view of the length and height of the proposed extensions and pitched roof, a situation that would be exacerbated by the fact that the ground level of the application site is higher than that of the adjacent property. A degree of overlooking that would be detrimental to the amenities of the adjacent property would also be created. Furthermore, the scale and extent of the proposed additions are inappropriate for this locality and thereby represent over-development in terms of occupying virtually the whole width of the site.
