1.	It is deemed essential by the Council that the provision of Healthy Living Centres in the Great Yarmouth area should take place within a co-ordinated framework, after involving the local communities in determining what facilities need to be provided, to ensure that such centres are conveniently located in relation to the community which they are to serve. It is considered that the proposal does not conform with this concept and if approved would result in an over-concentration of similar uses in one area of the town thus creating an imbalance in the provision of community facilities.
