1.	Policy HOU19 of the Modified Deposit Version of the Great Yarmouth Borough Wide Local Plan states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must :- (a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not prejudice the amenities of a neighbouring dwelling ; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU19 in that the addition of a two storey extension on the rear of the property in close proximity to the northern boundary constitutes an unneighbourly form of development that would prejudice the amenities of the occupiers of the adjacent property by reason of overshadowing.
