1.	Policy TR16 in the Great Yarmouth Borough-Wide Local Plan Modified Deposit Version states :- Extensions beyond the existing boundaries of Prime Holiday sites as identified on the Proposals Map that would result in development on the edge of or outside existing settlements may be permitted where :- A) They do not involve built development; B) They are essential to justify or facilitate the provision of visitor facilities for the site as a whole ; C) Such facilities cannot be accommodated within the existing site boundaries; D) They are of an appropriate scale; they do not intrude into the landscape; E) There are no significant adverse environmental effects; F) The existing highway network can cope with any increased traffic movements arising therefrom. The proposed development is contrary to this policy in that the siting of touring caravans, which would be in close proximity to the adjacent dwellings, would be detrimental to the residential amenities of the occupiers of the nearby dwellings by virtue of additional noise and general disturbance. Moreover the proposal is contrary to the Proposals Map in which the site is within an area designated as an existing housing area.
