| 1. | The proposal is contrary to Policies HOU9, NNV4, NNV7 and TCM16 of the
Modified Deposit Version of the Borough-Wide Local Plan in that:-
(a) no special justification has been given for the proposed dwelling, the
site of which is outside any "Village Development Limit" defined in the
Local Plan,
(b) the proposal would have the effect of consolidating a small area of
development remote from the main village settlements of Ormesby St Michael
and Ormesby St Margaret, to the detriment of the visual amenity of the
locality and the wider landscape scene, and
(c) the proposal would lead to additional slowing, stopping and turning
movements on a stretch of classified highway where the principle function
is that of carrying traffic freely and safely. The slowing and turning of
vehicles associated with the proposed development would lead to added
conflict and interference with the passage of through vehicles to the
detriment of that principle function and introduce further possible traffic
conflict on a stretch of Principle Route where traffic speeds are high, to
the detriment of highway safety. |
