| 1. | Condition number 2 of the planning approval for the alterations and extensions to The Cottage, Manor Gardens, Hopton to form a granny annexe was applied to ensure that the accommodation provided was used in the manner suggested in the application and not as a separate, self-contained dwelling. In the opinion of the Local Planning Authority the proposed annexe is not acceptable as a separate dwelling as it shares the car parking and curtilage of the main house and has been designed as ancillary accommodation. To lift this condition would set a precedent whereby the Local Planning Authority would find difficulty in controlling similar proposals elsewhere in instances where it might be reasonable to allow an annexe for an elderly relative but not a new dwelling. The Local Planning Authority is aware of the earlier consent for an annexe which did not contain such a condition but this application relates to a materially different proposal and in such cases where it retains control it is the Authority's practice to apply such a condition. |
