1.	The proposed building is to be sited in an isolated position within an area of drained marshland which falls within the Broads Authority and is also part of an Area of Outstanding Natural Beauty. In such a position it would be prominent and visually damaging to the character of the landscape. As a consequence the proposal is judged contrary to Policies C14, C16 and C20 of the Broads Local Plan 1997 which seek to protect the landscape character of such areas from harmful development.
