| 1. | The proposed 'conversion' would involve substantial reconstruction of the
buildings which at present are in a derelict state. Consequently, as such
works would amount to the erection of a new dwelling and there would be no
conservation gain in terms of the retention of the character of these
buildings, the proposal is contrary to the provisions of Policies HOU24 and
UDN9 of the Deposit Version of the Borough-Wide Local Plan (which are the
subject of "Suggested Changes").
Furthermore, the proposal is contrary to the provisions of Policy HOU9 of
the Local Plan, in that the site is outside any area identified in the Plan
for future residential development and no justifiable need for a dwelling
in this location, Which under the terms of the Policy would not normally be
permitted, has been expressed. |
