1.	The proposal would result in an over-concentration of similar uses in one area of the town which would create an imbalance in the community and place an undue strain on services and amenities. There is also insufficient space attached to the property to provide adequate garden space for residents and users. Furthermore, the external alterations shown would detract from the appearance of the building and the character of the Conservation Area. For these reasons the proposal is considered to be contrary to the provisions of Policy HOU25 of the Great Yarmouth Borough Wide Local Plan Deposit Draft.
