| 1. | In order to ensure that a reasonable level of holiday accommodation is
available to sustain a buoyant tourism industry, the Great Yarmouth
Seafront Local Plan states that there will be a presumption against any
change of use of existing holiday accommodation to permanent residential,
aged person's accommodation or any other non-compatible uses within the
defined areas of prime holiday accommodation. The proposal involves the loss
of holiday accommodation within the prime holiday area and would therefore
be contrary to the provisions of the Plan and prejudicial to the Council's
strategy for tourism. |
| 2. | The Pre-Deposit Consultation Draft of the Great Yarmouth Borough-Wide
Local Plan was issued for consultation purposes on 1st August 1994 and
reinforced the policy relating to prime holiday accommodation as
contained in the Great Yarmouth Seafront Local Plan.Although the
application site was included in an area designated for prime holiday
accommodation purposes in the Great Yarmouth Borough-Wide Local Plan
Deposit Version - October 1995, The Borough Council approved some changes
to the Deposit Version of the Plan in April 1996 which suggested that the
area containing the application site be designated as a Secondary Holiday
Accommodation Area. The suggested change was the subject of objections
from local residents operating holiday accommodation and these objections
are currently under consideration by the Inspector following the Public
Inquiry relating to the Great Yarmouth Borough-Wide Local Plan.
The proposal is therefore considered to be premature pending the outcome
of the Public Inquiry in that approval at this stage would be potentially
prejudicial to the determination by the Inspector of appropriate local
plan policies for the area.

| 3. | In the event that the area containing the application site is later
designated as a Secondary Holiday Accommodation Area as a result of the
"Suggested Changes Report" to the Borough-Wide Local Plan Deposit Version
the proposal would then be contrary to Policy TR14A. which states that in
within Secondary Holiday Accommodation Areas the conversion to bedsits or
houses in multiple occupation will not be permitted in order to safeguard
tourist accommodation and prevent inappropriate unneighbourly uses. |
| 4. | The Council considers that the the character and amenities of the locality
have already been adversely affected by the level of bedsit and other types
of small multi-occupied units of residential accommodation which have been
established and the proposed conversion of the property to form 2 bedsit
units and 3 small non-descript units of accommodation would be likely to
detract to an unacceptable degree from the residential/holiday character
of the area. |
