The all-weather, outdoor menage will be detrimental to the traditional landscape character of this area of drained grazing marsh and is contrary to Policy C14 of the adopted Broads Local Plan 1997, which seeks to resist inappropriate development in such areas, and to Policy TR23 which seeks to resist the sub-division of land into paddocks where this would have a significant effect on the character and appearance of the Broads landscape.
