1.	Notwithstanding the application site being identified as an existing housing commitment in the Deposit Version of the Borough-Wide Local Plan, the proposal to develop the site with 30 houses and 4 bungalows in the form submitted constitutes, in the opinion of the Council, an overdevelopment of the site which does not meet the criteria of Policy HOU6 of the Plan (as amended by the "Suggested Changes") in that:- (a) the proposed development would be significantly detrimental to the form and character of the settlement due to the high density proposed allied to the excessive proportion of two-storey properties in relation to adjoining lower density developments, which are mainly comprised of bungalows; and (b) the proposal would be significantly detrimental to the residential amenities of adjoining dwellings by reason of:- (i) the number of houses proposed and the relationship between some of these and the existing bungalows; and (ii) the high density of the development, the high proportion of family houses and the resultant high levels of traffic generation and general activity.
2.	Some of the submitted dwelling designs do not reflect the principles in the "Supplementary Design Guidance" contained in the Technical Appendix to the Deposit Version of the Borough-Wide Plan and the development therefore does not comply with Policy UDN3 of the Plan.
