1.	The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2.	The conversion work shall be completed entirely in accordance with the approved plan before the flats are first occupied.
