| 1. | The proposed dwelling is outside of any area where residential development might normally be permitted and, in the absence of any of the exceptional circumstances stated therein, the proposal is contrary to Policy HOU4 of statutory Great Yarmouth South West Area Local Plan 1992. |
| 2. | For the same reasons the proposal is also contrary to Policy HOU9 of the Great Yarmouth Borough Wide Local Plan Deposit Version 1995. |
