1.	Policy TCM26(d) in the "Suggested Changes Report" to the Great Yarmouth Borough-Wide Local Plan Deposit Version states that :- The Borough Council "will consider the establishment of temporary off- street car parks on appropriate vacant redevelopment sites which will be renewed on an annual basis for a period not normally exceeding 3 years from the date of the initial full planning permission.After the expiry of 3 years the owner/applicant will need to demonstrate that alternative uses have been fully investigated and that car parking is the only presently viable use of the site.Any subsequent application will be conditioned to ensure that the site is adequately laid out, surfaced and landscaped." Given that the current use was originally approved in June 1987 a further renewal of planning permission to allow the site to be used as a temporary car park would be contrary to the above mentioned policy in that the applicant has not demonstrated that alternative uses have been fully investigated.Moreover no provision has been made any surfacing or landscaping of the site as required by the policy and in its present state the site, which is within a Conservation Area, is detrimental to the visual amenities and character of the locality.
