1.	The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.

NOTES - Please read the following notes carefully:- The Council's Access Officer makes the following comments regarding the suitability of the facilities for wheelchair users:- The canteen area should be provided with the following:- a) the tray shelf in front of the servery to be at a height to suit wheelchair users; b) all shelf service foods within reach of a seated person (in a wheel- chair) and; c) a loop system for the hard of hearing. The ATM should be designed to be within the reach of wheelchair users ie; keyboard, screen and money dispenser 900mm max. high card slot and payment slip dipenser 1200mm max. high.
