.The proposed building is within the curtilage of Hopton Manor which is in an Area of Landscape Value as defined in the Great Yarmouth South West Area Local Plan 1992. Policy ENV 2 of the Local Plan seeks to protect the character and amenity value of the landscape in such areas by only permitting development which is in conformity with other Local Plan policies and proposals if it respects the existing character and scale of the surroundings and would be a positive contribution to the locality and by not permitting development which would adversely affect areas of high landscape quality. The proposed building is in a prominent position readily viewed from the adjacent A12 trunk road. In the opinion of the Local Planning Authority what is proposed would have a damaging impact on the landscape in this location and be contrary to Policy ENV2 (above).
.Policy NNV 5 of the Great Yarmouth Borough Wide Local Plan Deposit Version October 1996 states that the Borough Council will not permit development in the remaining open coastal area. The application site is within an area designated as Landscape Important to the Coastal Scene where the above Policy would apply. The proposal is considered to be contrary to Policy NNV5 and if allowed would further erode the undeveloped character of the surrounding countryside and be damaging the to the character and amenity of the landscape.
.The application site is also designated as Historic Parkland in the Deposit Version of the Great Yarmouth Borough Wide Local Plan where the June 1996 Suggested Changes Report amends Policy NNV6 to state that the Borough Council will refuse development which would significantly alter and adversely affect the form, character, layout or setting of historic parks and gardens unless it demonstates positive enhancement and future management measures for the form of the parkland or improve or increase use and accessibility. In the opinion of the Local Planning Authority the proposal does not comply with this policy and would be detrimental to the form, character, layout and setting of this historic park.
.Policy NNV 7 of the Great Yarmouth Borugh Wide Local Plan Deposit Version 1996 states that the Borough Council will not permit development in areas which a) provide a physical separation between settlements b) are extensions of landscape into the built up area or c) contribute to the setting of built up areas. Furthermore, this Policy states that the Borough Council will also seek to maintain and visually improve the existing green wedges between settlements, particularly between Great Yarmouth and Caister and Gorleston and Hopton which are major gateways to town. The application relates to an area covered in this policy and the proposal, by adding to the development that has already taken place at Hopton Manor, would serve to erode further this undeveloped area and be contrary to the aims of this policy.
.Policy ENV4 of the Great Yarmouth South West Area Local Plan 1992 requires the adequate provision of new or replacement tree and hedgerow planting of native species in connection with new development proposals. The proposed development, sited hard onto the site boundary, does not offer the opportunity for planting which might otherwise soften its visual impact in the landscape and is considered to conflict with Policy ENV4 (above) and Policy NNV33 of the Great Yarmouth Borough Wide Local Plan Deposit Version Suggested Changes Report of June 1996 which similarly requires the landscaping of new developments to ensure it blends in with the existing landscape.
