| 1. | The proposed building, because of its size, design and position, would be
visually damaging to the character and amenity of the adjoining Broads
landscape which is contrary to Policy ENV 2 of the Great Yarmouth South
West Area Local Plan 1992 and contrary also to Policy ENV 10 which states
that new agricultural buildings will only be permitted if they respect the
existing character of the surroundings. |
| 2. | The Deposit Version of the Great Yarmouth Borough Wide Local Plan 1995
sets out criteria for permitting equestrian centres in Policy NNV 26. The
proposal fails under this Policy on account of its significant adverse
impact on local amenity, intrusion in the landscape, overall design and
character and unsuitable means of access. |
| 3. | Both River Way and the other private unsurfaced track serving this site
are unsuitable to cater for any further development whatsoever by reason
of their poor construction, restricted widths, lack of adequate passing
provision and, in the case of the southernmost access, restricted levels of
visibility at the junction with Station Road. If allowed the development
would result in intensification of use of whichever access is employed and
create additional hazard to road users and prejudice conditions of public
and highway safety. |
