1.Policy HOU19 of the Deposit Version of the Borough-Wide Local Plan (which is the subject of "Suggested Changes") states that extensions and alterations to dwellings will be permitted where the privacy and amenity of neighbours are adequately safeguarded. The extension or alteration must:- (a) be in keeping with the design of the existing dwelling and the character of the area; (b) not prejudice the amenities of a neighbouring dwelling; and (c) not result in overdevelopment of the site's curtilage. The proposal is contrary to the objectives of policy HOU19 in that the proposed extension would, (i) by virtue of its height, depth, bulk and positioning adjacent to the site boundary, overshadow and reduce the outlook from the adjoining property (to the east) to the detriment of the residential amenity of the occupiers of that property, and (ii) by virtue of the first floor window in the west elevation, introduce a degree of overlooking of the adjoining property (to the west) which would be unneighbourly and detrimental to the residential amenity of the occupiers of that property.
