1.	The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2.	Before any conversion work is commenced details of the external alterations to be carried out shall be submitted to and approved by the Local Planning Authority. The reason for the condition is :- In the interests of visual amenity as no such details were submitted as part of the application. Informative Note. The Environmental Health Officer has indicated that :- a) the property must be provided with an adequate fire detection system, emergency lighting and a suitable means of escape in case of fire. b) all floors,ceilings and partition walls should be upgraded to provide 30 minutes fire resistance. c) soundproofing needs to be provided between the floors and adjacent properties to the satisfaction of the Building Control Officer. d) provision must be made for a rear refuse storage area capable of being easily cleaned and readily accessible to all tenants.
