| 1. | Winterton is a village where Policy H.5 of the Norfolk Structure Plan applies. This policy states that housing development will be limited to individual dwellings or small groups of houses (a development of 5 dwellings or less can be regarded as a small group) which enhance the form and character of the village and its setting. The proposal is presently contrary to this policy in that the erection of 6 dwellings on the site would extend the existing development into open countryside away from the main core of the village and constitute a ribbon of dwellings detrimental to the form, character and setting of Winterton. |
| 2. | Although the site is designated for residential development in accordance with Policy HOU5 of the Deposit Version of the Borough-Wide Local Plan, an objection has been received to this and other such allocations in Winterton, i.e. "new smaller-scale housing developments of 10 dwellings or less". Consequently, the Borough Council considers that the proposal is premature pending the outcome of the Local Plan Inquiry. |
