1.	The conversion of the premises into two residential flats does not comply with Policy HOU 27 of the Borough-Wide Local Plan in respect of the Borough Council's current standards for flat conversions in that the internal arrangements are are not considered to be practical and convenient for use. Furthermore the layout of the premises is unnaceptable with a bedroom located over a kitchen, the premises lack the provision of refuse facilities and convenient access cannot be provided. Moreover it is considered if permitted the proposed scheme would create an undesirable precedent for further such conversions of small terraced properties in the locality.
