| 1. | The proposed residential accommodation is considered to be contrary to the
policies of the Great Yarmouth South West Area (Statutory) Local Plan 1992
given that the site is outside of any area where housing development might
be permitted. Under Policy HOU4 permission may be granted for dwellings
within such areas if they are required, amongst other things, in connection
with organised recreation. In this case, however, the Local Planning
Authority is not satisfied that the accommodation is essential in
connection with the activities here and that nearby accommodation could not
reasonably meet such a need. The proposal is also contrary to the
corresponding policies of the Deposit Version of the Great Yarmouth
Borough Wide Local Plan 1995. |
| 2. | The proposed ground floor recreation area, including the provision of a
bar, indicates a change of use from mainly D2(e) Sports Club to mainly
A3 Social Club/Pub and the Local Planning Authority is concerned that
such a use would give rise to activity of a level and nature different to
the previous squash club use that would be detrimental to the amenities of
this quiet residential area and which would be likely to generate
additional traffic along Warren Road, which is unsuitable to cater for this
as it is an unadopted road lacking footpaths and street lighting, to the
detriment of highway safety. |
| 3. | The proposal will result in the loss of existing squash courts, a fitness
room, showers and changing rooms, contrary to Policy REC4 of the Deposit
Version of the Great Yarmouth Borough Wide Local Plan which states that
the Borough Council will make every effort to overcome any existing
deficiency in indoor sport and recreational facilities, and will give
favourable consideration to proposals to improve or extend the existing
provision of local indoor facilities and will seek to ensure the maximum
use of existing facilities. |
