The proposed site is considered unsuitable for use as a cemetery due to its limited size and remote location, the proximity of the busy B1159, the restricted gated access and the lack of opportunity for extension. In addition, the site is located in an area of "Landscape Important to Coastal Scene" as set out in the Deposit Version of the Borough-Wide Local Plan, where further development on the open land between Caister and Ormesby St. Margaret will be resisted.
