1.	The proposed dwelling is located outside of the area designated for residential development in Belton and is thereby contrary to Policy HOU4 of the statutory Great Yarmouth South West Area Local Plan 1992. Were it to be allowed it would establish a precedent that would encourage applications for further housing on this side of St Johns Road the cumulative effect of which would be seriously damaging to the landscape and ecological character of an area allocated as Landscape Important to the Broadland Scene.
