| 1. | The provision of a vehicular access to enable the front garden of Stone Cottage to be used for parking purposes would result in a situation that would be detrimental to the character and appearance of the Hemsby Conservation Area, within which the site is located. Consequently, the proposal is contrary to the provisions of Policy BE.1 of the Norfolk Structure Plan and Policy BNV7 of the Deposit Version of the Borough-Wide Local Plan (as amended by the "Suggested Changes") which seek to protect and enhance conservation areas. |
| 2. | The size of the front garden is such that it would not be possible to provide a turning area; and in these circumstances vehicles using the proposed parking space would have to back out into the traffic stream or back into the parking space. It is considered, therefore, that this would be a dangerous manoeuvre, particularly as The Street is a busy traffic route in the village, and that, consequently, the proposal would be detrimental to highway safety. |
