1.	The site is within an area designated for prime holiday attractions in the Great Yarmouth Borough-Wide Local Plan Deposit Version where it is the Council's policy to maintain the status of Great Yarmouth's "Golden Mile" ( the seafront between the Royalty Cinema on Marine Parade and the Pleasure Beach) as the main focus for the Borough's traditional tourist industry and ensure that the balance and range of facilities and attractions within this area meets the needs and expectations of all the potential market.Furthermore Policy TR4. of the Plan states that proposals to change the use of tourist facilities, attractions or accommodation to purposes which are not tourist related will not be permitted where the site or premises are within primary holiday attraction areas.Because the Environmental Health Officer in consultation with the Department of the Environment has indicated that an application for a Zoo Licence would be refused the premises could not be used to house animals to be displayed for public viewing.Consequently the use of the site would not result in the establishment of a tourist attraction and would be contrary to the objectives and policy contained in the Great Yarmouth Borough-Wide Local Plan.
