1.The buildings to which this application relates have been allowed to fall into such an advanced state of decay that to implement this proposal would involve substantial rebuilding which, in the absense of details that might prove the contrary, is likely to lead to the loss of the historic character of the barns such as would be sufficient for them to be de-listed. The proposal is therefore held to be contrary to Policy BE.2 of the Norfolk Structure Plan.
2.Policy UDN10 of the Great Yarmouth Borough Wide Local Plan Deposit Version October 1995 states that, in determining applications for the conversion of traditional farm buildings, the Borough Council will expect the applicant to prepare a structural survey to show that the buildings will be repaired and not rebuilt, all original features and materials must be retained, unless it can be shown that they are incapable of repair or retention, based on the assessment of a suitably qualified professional. In the view of the Local Planning Authority the buildings in question have been allowed to fall into such an advanced state of decay and collapse that it is not convinced that they are now capable of being converted without what would amount to a rebuild, thus failing to comply with the above policy
