1.The proposal would result in the creation of an excessive number of what would in effect be residential units within the premises a number of which would be unduly cramped and ,if approved, would result in a sub-standard form of accommodation that would not afford the standard of residential amenity normally required for new residential development. It is considered that the units of accommodation would be "residential" because the Local Planning Authority does not believe that it would be practical to enforce an extended (50 weeks) operating period as proposed by the applicant. Moreover the Borough Council does not consider there is an all year round demand for short term letting of the type envisaged by the applicant.
2.Policy HOU27.of the Deposit Version of the Great Yarmouth Borough-Wide Local Plan (as amended by the Suggested Changes Report) states that any proposal to convert a property to permanent residential flats should comply with the Borough Council's standards as set out in Appendix 2(H). The proposed accommodation does not meet those standards, particularly with regard to the size of the units, their internal arrangements and the provision of internal kitchens with mechanical lighting and ventilation, and the proposal is therefore in conflict with the requirements of the Local Plan.
