1.Policy HOU.27 of the Deposit Version of the Great Yarmouth Borough-Wide Local Plan states that any proposal to convert a property into permanent residential flats must comply with the Borough Council's current standards. The proposed units of residential accommodation do not meet the standards set out in Planning Policy Note 2 contained in the Technical Appendix to the Plan particularly with regard to :- shared access, limited size and impractical internal layout, location and design of kitchens, and absence of refuse storage facilities. The proposal is therefore in conflict with the aim of the Plan to ensure adequate standards of residential accommodation.
2.The proposed use of the property for a mixture of holiday and permanent residential accommodation is deemed to be inappropriate in that the residential flats would not afford the standard of amenity normally looked for in new residential development by virtue of the late night noise and general disturbance likely to be generated by the use of the holiday flats.Furthermore no soundproofing work to reduce impact and airborne noise transmission between the individual flats and the adjoining properties is proposed.
3.NOTES - Please read the following notes carefully:- This decision relates to the revised plan received by the Local Planning Authority on 18th.February 1997 which shows only part of the existing ground floor accommodation.
