1.	The proposed development of the existing forecourt would result in inadequate off-road parking/ servicing facilities requiring any vehicle loading or unloading to stand on the adjacent carriageway and would therefore be detrimental to the safety of pedestrians and to the safety and free flow of traffic along the adjacent highway.
2.	The Great Yarmouth Borough-Wide Local Plan Deposit Version states under Policy TCM22 that the Borough Council will not permit any development involves the loss of existing off-street parking or servicing unless alternative provision is made in close proximity or it can be demonstrated that special circumstances should apply.The proposal is contrary to this policy in that the the provision of a limited loading/ unloading area within the building is deemed to be impracticable and unsatisfactory and if approved the proposal would be prejudicial to the Council's objective to safeguard highway safety by reducing vehicle movements and highway congestion.
