1.	The proposal would be contrary to Policy S3 & S5 of the Norfolk Structure Plan and corresponding Borough Wide Local Plan (Deposit Version) Policy SHP1 in that it could result in the formation of a convenience (food) based store outside the main Great Yarmouth shopping centre on which the affect on the function and character of the existing shopping centre and the transport network has not been demonstrated to the satisfaction of the Local Planning Authority. It would, therefore, adversely affect the retail attractiveness, vitality and choice of shops within the town centre.
2.	The site lacks sufficient room for the establishment of a discount food outlet with an adequate provision of parking and servicing facilities. Furthermore the proposal could result in an adverse effect upon traffic along Pasteur Road at the approach to the nearby signal controlled junction.
