The site is within a Conservation Area where it is the Council's policy to preserve and enhance the character of the locality and it is considered that the proposal does not conform with this concept in that the size of the sign located on the railings is excessive and would constitute an unduly conspicuous feature which would detract from the character and appearance of the building and would thereby be detrimental to the visual amenties of the area.
