1.	The proposal does not comply with the provisions of the Borough-Wide Local Plan Deposit Version for the conversion of buildings to bedsits and houses in multiple occupation (Policy HOU 28.) in that there is inadequate and inconvenient wc./shower facilities and if approved would result in a cramped and sub-standard form of accommodation, particularly as there is unsatisfactory means of escape in case of fire.Furthermore no provision has been made for any soundproofing between the lettings and the adjoining premises and approval would be likely to result in detriment to the occupiers of the proposed flats and the adjoining properties by reason of impact and airborne noise transference.
